If he doesn't have license plates does he have insurance? If he ignores some laws what other laws does he ignore?

What if it makes other people feel like they don't need license plates, either?

Just thinking out loud here. I've never seen the guy do anything bad and he's my cool neighbor's mother's boyfriend, so I'm not going to do anything about it. I just wish he would get some license plates.
