📝 AITAH for refusing to pay for the removal of part of a tree that fell into my neighbors yard?

Over the winter a large branch from a tree in my yard broke off and landed in my neighbors year. However it landed right on the property line and is behind his pine trees. It's only being kept up by some twig trees and a chicken wire fence. The overall branch is maybe 8 feet in length. Nothing was damaged.

Now that it's spring my neighbor came over telling me he's getting some one to come over and take care of it. However he sent me the bill and is expecting me to pay $700 for it to be removed.

He never consulted before anything was scheduled, and I told him I can’t afford to drop that kind of money. I told him, if the log needs to be moved, I’ll come out with my chainsaw and a few guys and take care of it.

Again he never asked me about this before anything and just showed up at my house asking for me to pay for the service. Luckily it hasn't happened yet.

EDIT: Thanks for the info everyone. This is the first house ive ever lived in, so a lot is new. Just wanted to clarify some things. 1) I didn't know part of the tree fell. He's the one who told me about it and when it happened. 2) I'm not going to just leave it there. I am going to remove it. I'm just going to pay $700 for it when I can do it myself for free. 3) my neighbor didn't pay for it yet. The document he sent me looked like a bill, it was an estimate.

I'm getting it removed in a couple days. Thanks!
