This is taking place in a city where medical Marijuana has been legalized and can be sold at dispensaries after obtaining a permit. Patrons are supposed to have a medical prescription to obtain the product. Obviously, a guy on the street selling pot from unknown sources has the potential to be laced and doesn't have a permit.
